ANN ARBOR CHARTER TOWNSHIP The regular monthly meeting of the Ann Arbor Charter Township Board of Trustees was called to order by Supervisor Langford at 7:35 p.m. at the Township Hall, 3792 Pontiac Trail, Ann Arbor, MI 48105. Present: Supervisor Elizabeth Langford, Clerk Catherine Braun, Treasurer Virginia Forshee, Trustees Della DiPietro, John Allison, Richard Dieterle and Michael Moran. Also present Attorney Sandra Sorini, Engineer Roger Gaugler and Fire Chief Rick Ericson. Citizen Participation: No one spoke during citizen participation. Amend Agenda: Allison moved to amend the agenda to add Fire & Safety as item I, Budget Revision for Stormwater Ordinance Development as item J and move Non-Agenda Items to K. Moran supported and motion carried. June 17 Minutes: Moran moved approval of the June 17, 2002 minutes. DiPietro supported and motion carried. Police Power Ordinance: Allison moved approval of the first reading of
the Police Power Ordinance No. 87-5 - Blight. Moran supported. Moran moved to amend by eliminating paragraph second to last because of duplication. Allison accepted amendment and motion carried. Amendment to Zoning Ordinance: Moran moved to table the Amendment to the Zoning Ordinance XI, Sec 130.1104 Parking/Storage of Vehicles for a better definition of how amendment should read. Dieterle supported and motion carried. Washtenaw County Road Agreement with Diocese of Lansing: DiPietro moved
approval of the proposed Agreement between Washtenaw County Road Commission
and Diocese of Lansing for funding of intersection improvements at Plymouth
and Earhart Roads to accommodate traffic for Gabriel Richard High School.
Allison supported. Domino's Farms Sunset Run: Moran moved approval of Domino's Farms 3rd Annual Sunset 5K Run benefiting the U-M Transplant Center on Saturday, August 17, 2002 contingent upon receiving in writing showing the Township as additional insured. Dieterle supported and motion carried. Fee Schedule: Moran moved to table Fee for Certificate of Occupancy and Instant Building Permit Application based on needing more information from Gary Dresselhouse. DiPietro supported and motion carried. Ann Arbor City Water - Sewer Rates: Ann Arbor City water rate is to be increased by $0.04 from $1.93/100 cubic feet to $1.97/100 cubic feet effective on or before July 10, 2002. The new Township rate will be $2.029/100 cubic feet. The city sewer rate is to be increased by $0.20 from $2.05/100 cubic feet to $2.25/100 cubic feet effective on or before July 10, 2002. The new Township sewer rate of $2.3188/100 cubic feet. Claims Listing: Allison moved approval of the July 1, 2002 claims listing in amount of $94,821.12 and July 10, 2002 claims listing for $58,415.84. Moran supported and motion carried. Semcog Membership: Moran moved approval to renew the Semcog membership for the period June 15, 2002 to June 15, 2002 for $860.00. Dieterle supported and motion carried. Planning Commission Meeting: Moran reported on the July 1, 2002 Planning Commission Meeting. Several Board members expressed concern over the Planning Commission decision to approve the Toyota Test road, questioning the amount of impervious surface, whether the Planning Commission had adequate information on zoning compliance and identifying safety concerns. Attorney Sorini was directed to clarify if the township had any liability for test road safety. Sheriff Report: Sheriff reports for May and June 2002 were reviewed. Fire and Safety: Dieterle reported for the Fire & Safety Committee. He reported that the Personnel Committee is reviewing the replacement of the vacant full time position. He also reported that the Ann Arbor Township Firefighters Association has requested that the Township increase their fill-in pay from $10/hour to $14/hour. Dieterle moved to increase the fill-in pay from $10.00 to $14.00 retroactive to July1, 2002. DiPietro supported and motion carried. Budget Revision for Stormwater Ordinance Development: Allison reviewed
a letter received from Ronald A. Cavallaro, Senior Associate, Ayres, Lewis,
Norris & May, Inc. Non-Agenda Items: Braun informed the board that a petition group seeking a referendum on the May 2002 Zoning Amendments had gathered a sufficient number of signatures. Braun requested direction from the board regarding the two zoning amendments the board recently adopted. There is possibility of confusion resulting from the way the board has handled the petition drives currently pending regarding amendments to the zoning ordinance. Attorney Sorini will look at the amendments and give the board direction. She will write letters to the requests the clerk has had from Doug Collier and Harry Vanicelli. Supervisor Langford read a letter to the board (copy attached) announcing
her resignation from the office of Township Supervisor effective September
18, 2002 at 5:00 p.m. DiPietro moved to accept the resignation of Supervisor
Langford. Moran supported. (Resolution attached) Allison moved to place replacement on agenda for August 19, 2002. Dieterle supported and motion carried. Public Comment: Eulalia Stewart, Ayrshire, thanked Supervisor Langford for her service to the township. Don Oswell, 2150 Warren Road did not find tonight's agenda on the internet and would like to see us do this. He also commented on the latest newsletter. Linda Patterson asked what was going on at KLB. She also requested information requested previously about there cost for hooking into the utilities. Moran moved to adjourn, DiPietro supported.
