ANN ARBOR CHARTER TOWNSHIP
BOARD OF TRUSTEES MEETING
MONDAY, APRIL 16, 2001

Supervisor Elizabeth Langford called the regular monthly Board of Trustees meeting to order at 7:30 p.m. at the Township Hall, 3792 Pontiac Trail, Ann Arbor, MI 48105.

Present: Supervisor Langford, Clerk Catherine Braun, Treasurer Virginia Forshee, Trustees John Allison, Richard Dieterle, Della DiPietro, Michael Moran. Also Attorney Sandra Sorini, Attorney Scott Munzel, Engineer Roger Gaugler and Chief Rick Ericson.

Citizen Participation Ted Dacko, 4886 N. Maple Road, was in attendance to discuss the condition of Maple Road between Joy and Stein Roads.

Moran moved to amend the agenda to add a Resolution as item "J" supporting the Washtenaw Remodelors Council in declaring May 2001 as National Home Remodeling Month. Allison supported and the motion carried.

Approval of Minutes: Moran moved approval of the March 19, 2001 minutes with the following corrections: Page 1 - item 1 at bottom of page - parking at Washtenaw Community College or elsewhere to ensure lawn parking does not occur. Correct spelling of DiPietro throughout the complete document. DiPietro supported and motion carried.

Kibbe Annexation: DiPietro moved approval of the James Kibbie, 2055 Pontiac Trail annexation release for Lots 6 and 8 so that water and sewer can be provided to Lot 8.
(09-16-385-006 and 09-16-385-08) - AZ -1-01. Forshee supported and the motion carried.

Private Road Ordinance: Moran moved to table the Private Road Ordinance for Attorney Sorini, Engineer Gaugler and Chief Ericson to review again. Allison supported and the motion carried. Braun asked that a copy of the Ordinance be sent to the Washtenaw County Road Commission for their review also.

HCR PUD Agreement: Moran moved approval of the HCR /First amendment to the Planned Unit Development Agreement with corrections on Page 2, Paragraph 1.1:
Washtenaw Community College or elsewhere to ensure lawn parking does not occur and Paragraph 1.5 add excluding emergency vehicles and temporary delivery vehicles, and approval of the Escrow Agreement. Allison supported and the motion carried.

Washtenaw County Road Commission: Fred Veigel, Chair of the Washtenaw County Road Commission, Robert Polens, Managing Director, Roy Townsend, Director of Engineering, Kenneth Nixon, Director of Operations and Earl Hughes, District Foreman were in attendance for the Annual Washtenaw County Road Commission Meeting. DiPietro and Allison would like a meeting with the Developers, Road Commission and the Township regarding Old Earhart /Plymouth Road (Popkins) and New Earhart/Plymouth Road related to Gabriel Richard High School. The Road Commission will talk with Northfield, Scio and Webster Townships to see if they would be interested in township share projects on Joy Road and Maple Road.

Thornoaks and Huntington Drive: Attorneys Sorini and Munzel will begin the process of proceeding under the state law prohibiting dangerous buildings and to see if attorney fees can be recovered. Gary Dresselhouse will get estimates for demolition. It was also suggested that the barn on Whitmore Lake Road and Barton North Drive be included as a dangerous building.

Contract Bid for Solid Waste Collection, Recycling and Yard Waste Disposal: The board reviewed the bids received from Waste Management, Republic Waste Services and Great Lakes Waste Services for a contract for solid waste collection, recycling and yard waste collection. DiPietro moved to table to allow all bidders to quote cost of recycling and yard waste collection every other week and also to receive cost from Great Lakes for rental of their curb cart. Moran supported and the motion carried.

Claims Listings: Allison moved approval of the April 2, 2001 claims listing in amount $18,626.58 and April 11, 2001 for $80,139.15. DiPietro supported and the motion carried.

Personnel Committee Report: DiPietro reported on the 2001 Merit Increases for employees. Moran moved approval of increases for Gary Dresselhouse $2440.00, Marcie Scaturo $1440.00. Kay Jordan $1350.00, Chief Rick Ericson $2400 and Rick Judkins $1800.00. Allison supported and the motion carried. There will be a personnel committee meeting on Tuesday, April 24. 2001 at 6:00 p.m. for anyone wishing to meet with the personnel committee.

Fire and Safety: Dieterle moved approval of the purchase of an aluminum truck flatbed to replace apparatus on the old Rescue 12-02 to be used for a brush fire truck. Moran supported and the motion carried.

Road Closures for Memorial Day Runs: Forshee moved approval of the temporary closing of Newport Road, Foster Road and Huron River Drive for the Dexter-Ann Arbor Run on May 26, 2001. The certificate of liability insurance has been submitted. Braun supported and the motion carried.

Norfolk Development Company: Kim Wilkins, Norfolk Development and Thomas Wackerman of ASTI were in attendance to answer questions regarding putting a sewer line through the Brewer property which contains a former dump. This is to service a site called Northside Commons on the corner of Dhu Varren Road and Pontiac Trail in the City of Ann Arbor. Allison requested that Norfolk provide lab analysis from soil borings and a contingency plan in writing on the progressive well checking or monitoring wells that would give residents and trustees a degree of comfort that the installation was not creating an environmental hazard.

Sorini was asked to respond to City Administrator Neal G. Berlin's letter of April 9, 2001 stating that Township approval of the sewer is required.

Planning Commission: Moran reported on the April 2, 2001 Planning Commission meeting.

Resolution: Remodelors Council Braun moved approval of Resolution to join the Washtenaw Remodelors Council in declaring May 2001 as national Home Remodeling Month. Allison supported and the motion carried.
